Well that all depends on the individual and what amount of flexibility and level of customization you want. If you want to a more restrictive option with less options then the .com solution will be the best way to go for you. However, on the other hand, if you want more control and flexibility then you'll want to go after the .org option which is the self hosted path to take.

The .com version of Wordpress is the non-self hosted version with less options, but it also means that you don't have to pay for hosting either which could be great news to the right person.

Nevertheless there are pro's and con's to either solution, but again the most significant is on the hosting and ability to control all aspects of your blog.

If you're very familiar with the handling of websites, then the self hosted version is probably going to appeal to you more. However, if you want a solution that is ready to go out of the box without much intervention on your part, then the non-self hosted solution (.com) is what you're after.
